There are a few people with this name in the city directories around 1930, but none labeled cement workers or at this address. No F. Gaulcos in the newspapers, either.

Could it be F. Gualco? A name rather than a “Co.”? Perhaps the oval was drawn first and this person ran out of room. That explanation seems iffy but this one is tough to figure out. Went to look at it this morning though the light in your photo is much better than what I got.
[Ah yes, Gualco is a legitimate last name. There are two in the 1928 and 1930 directories and four in the 1934 directory, but none at 1980 78th Avenue. Thanks for the idea. — Andrew]
